Δικαστικές πηγές φαίνεται να θεωρούν ότι η υπόθεση της παρακολούθησης των κινήσεων του τότε πρωθυπουργού και μελών της οικογένειάς του, που δημοσιοποιήθηκε στον Τύπο με παράθεση εγγράφων της ΕΥΠ και «αναφορές Ρώσων πρακτόρων», αλλά και η παρακολούθηση συνομιλιών τού τότε πρωθυπουργού έχουν ένα βασικό χαρακτηριστικό: Αποτελούν ενέργειες κατασκοπείας σε βάρος κρατικών αξιωματούχων, με κοινό στόχο και στις δύο, τον πρωθυπουργό της χώρας.
